RT20 | Implementation of Distribution Network State Estimator Using Hybrid Measurements from IIT's Kanpur 11KV Network Modeled in HYPERSIM

The use of hybrid measurement devices poses a challenge for data acquisition due to interoperability between various smart measurement devices, communication protocols, packet drop due to weak communication, etc. Since the measurements from hybrid measurement sources follow different protocols and may have non-synchronized and delayed measurements, integration of the hybrid sources is difficult. The most widely used communication protocols for communicating measurements in a power system are IEEE C37.118 (Phasor Measurement Units (PMUs)), IEC 60870 (SCADA and substation devices), DLMS, IEC 61850. A protocol converter can be utilized to convert data from multiple devices to a common data format before it is loaded into a database. As the protocol converter is used only to convert data format and load the data into the database, it ensures faster processing speeds. Also, as the data is being loaded into a common database in a common format, the time taken to fetch the data is considerably reduced which in turn helps in processing the data in real-time.
The present work describes the implementation of a three-phase distribution system state estimator (DSSE) using hybrid measurements from RTUs and PMUs using different communication protocols. The meter data are fetched from the database, the DSSE estimate the operating states of the distribution network using the available measurements. The DSSE is tested using the IIT Kanpur 11 KV network, the network is monitored through RTUs and PMUs. The IIT network model is developed in HYPERSIM and simulated using the OPALRT simulator. The state estimation module is developed in MATLAB, the SCADA based RTU measurements are communicated to the database using IEC 60870 protocol and the PMU measurements are communicated using the IEEE C37.118 protocol.
