RT22 | µController Development Active Power Managements and Testing via CSIL-HIL Vaasa Harbour

New approaches for active power managements in relation to active power loads consumption based on the flexibility afforded by distributed energy resources (DERs) using IEC 61850 GOOSE protocol. One of the dedicated functions that a contemporary multi-agent smart grid µcontroller should perform is active power flow managements in real-time between DERs and loads. This research aims to develop an active power flow multi-agent smart grid µcontroller from a preliminary controlling algorithm to IED (physical device) for a Vaasa harbor smart grid based on IEC 61850, case study. The purpose of the multi-agent smart grid µcontroller is to maintain the active power flow of Vaasa harbor smart grid within the steady-state operation settled by an electric system operator and other units e.g., loads within the smart grid. In this paper, the multi-agent µcontroller development stages are presented starting from i) the preliminary controlling algorithm development by Simscape Power Systems in which that need to be converted to a c code in order to be implemented at the developed µcontroller. ii) Developments of the communication system network and the payload data exchanging protocol between the real-time simulator and the multi-agent smart grid µcontroller upon the IEC 61850 standard GOOSE protocol. iii) Development of the multi-agent smart grid µcontroller representation IED in FPGA board in which that need to be compliance with the IEC 61850 standard that fulfill the standard interoperability requirements. iv) Evaluating and testing of the developed multi-agent smart grid µcontroller and their controlling algorithm in, 1) real-time Controller-Software-In-the-Loop simulations CSIL, 2) real-time Controller-Hardware-In-the-Loop simulations CHIL. v) The operation of the multi-agent smart grid controller is investigated and discussed within the different development stages/scenarios. The outcome is the development of the real-time contemporary multi-agent smart grid µcontroller (firstly as software controller inside the model, secondly independent physical device IED implemented using FPGA board ). This controller has the ability to be integrated to the simulation platform and perform different contemporary smart grid monitoring and controlling functionalities that prove the IEC 61850 interoperability concept. As well as samples form the achieving results of the different Vaasa harbor develop scenarios has been presented and discussed. These results show the successful design and implementations of the multi-agent smart grid µcontroller which is future prove in a way that could support other added smart grid functionalities/ancillary services in future based on its flexibility and capability for further development and improvement possibilities. Several predefined attack scenarios has been identified and need to be tested to show their impact on the Vaasa harbor electrical networks steady-state operation will be implemented in future work.
