RT23 |Communication Performance Testing for Special Protection Scheme (SpPS)

Disturbances in the power system are caused by a failure of equipment, human error, cascading tripping, natural disasters, and cyberattack. One of the common practices is to operate a conventional power system protection system to prevent a cascading blackout. European Network of Transmission System Operators for Electricity (ENTSO-E) has requested that a defense plan should include a special protection scheme (SpPS) to ensure power system stability. In addition, the coordination of SpPS functions between TSOs and DSOs should be taken into account. For critical-mission SpPS, the coordinating between SpPS functions within a substation or inter-substations requires reliable communication. This presentation aims to present a communication performance testing for SpPS using OPAL-RT and a network emulation tool. In addition, possible redundant communication architectures will be proposed to ensure reliability of SpPS.
