Frequency Support for the Decarbonization of an Isolated Low-Inertia System With the Integration of RES and BESS

This technical paper presents a practical decarbonization methodology for an isolated low-inertia power system, combining a wind-based Renewable Energy Source (RES) and a Battery Energy Storage System (BESS) to improve frequency support during contingencies. An analytical sizing approach for BESS Fast Frequency Response (FFR) is introduced to mitigate Rate of Change of Frequency (RoCoF) without complex optimization, while also assessing the impact of wind plant Synthetic Inertia (SI). Validation is performed using accelerated simulation in RT-LAB with ARTEMiS, supporting studies relevant to transmission-level frequency performance and offshore industrial applications.
